Dear Commissioners of Somerset County:

 

The Terrapin Institute and Research Consortium, Inc. respectfully requests your consideration of the attached bid for the fee simple acquisition of the property described as Item 31, Wharf Road, Small Boat Harbor, located in Tylerton, Maryland.  The Terrapin Institute is a non-profit corporation, registered in the State of Maryland and sanctioned by the U. S. Internal Revenue Service as a 501 (c) 3 public charity.  The mission of our organization is to preserve abundant fisheries species and fisheries habitat.  We are uniquely qualified to hold title to this property.    

 

To mitigate the financial difficulties faced by our traditional livelihoods, the Terrapin Institute wishes to preserve the Wharf Road Boat Harbor in Tylerton for the benefit to local citizens.  As part of our bid, the Terrapin Institute proposes to perform necessary repairs and maintenance on the property.  We propose to manage the boat harbor as a facility primarily for the advantage of the Smith Island commercial fishing industry.  We propose to develop new economies and income for local citizens through the preservation of our traditional tidewater heritage. 

 

If the full value of our proposal could be properly factored at this time, our bid may be judged the highest.  In addition to cash funds, our bid provides compensation to Somerset County for which market value cannot be fully appreciated at this time.  In review of our bid for this property, the honorable Commissioners of Somerset County are respectfully requested to give special consideration to the associated non-market value, in-kind services, and residual benefits included with our offer.

All that parcel of land situate in Smith Island Election District, Somerset County, Maryland, located Wharf Road, Small Boat Harbor, Wharf Road, Tylerton, said parcel bearing Somerset County Tax Map No. 69C, Grid 3, Parcel 51, Account No. 10-003849, and containing 3.2 acres of land, more or less.  And being all and the same land conveyed into the Board of County Commissioners for Somerset County, Maryland by deed recorded among the Land Records of Somerset County, Maryland in Liber 251, folio 177.  Plat reference Liber 251, folio 181.

 

The Terrapin Institute and Research Consortium, Inc. offers:

 

1. $59,000 cash

2. Necessary repairs to boat harbor

3. Management and maintenance of the boat harbor

for continued use by the commercial fishing fleet

4. Development of innovative sustainable economies and

long-term income for the citizens of Smith Island
